You did well to add new townies. One thing is more needed. You must enter several NPC families and employ them at the Institute. Then you have to mark these families again as "not played". The next day you will have employees at the Institute.
I would like to ask if you could create a bug report about this in the bug forum. Until now, this bug was reported only by PC players.
