Plumbob studios missing

What expansions, game packs, and stuff packs do you have installed? Toddler stuff, city living, vampires, vintage glamour stuff, get to work, laundry day stuff, parenthood, seasons, dine out, get famous and fitness stuff
Steps: How can we find the bug ourselves? My del sol valley has no plumbob studios to visit
What happens when the bug occurs? I’m unable to go to starlight accolades and win an award. I am able to go to work with my sims though.
What do you expect to see? According to my google search I should be able to visit a community venue not on my PS4 version. It’s not in my library as a location to put down either?
Have you installed any customization with the game, e.g. Custom Content or Mods? On console - never used.
