this is just a clutter item. Where did you read that you can interact with it ? Do you have a link ? Maybe someone made a mod and that's what you saw ?
it says in sims 4 when i googled it that you can interact with herbert heart. Maybe we must report this bug so as they can fix it
I just tested it in my game, there are no interactions with Herbert Heart plushie besides making it heirloom

Do you own the EP Lovestruck too? The Pre-Order Bonus Key doesn't work without the EP, although it is sold separately by some keysellers.
