I am having the same issue. I have a three unit lot. I put my property owner's in unit 2 first ( this is the main unit I want to play), then I created tenants for the other two units. Now I can't select unit 2 at all through manage world's interactions. I had to play one of my tenants then switch controls to my property owner's.
@Ademanding Are you playing as the landlord? Also, have you tested without mods?
It automatically set up a landlord when I moved people in. (The build was so expensive no sim could afford it)
But if a unit is in occupied than I should be able to move anyone in as long as they have enough funds for the unit.
I don't have any mods or cheat codes on. Just what is with the games and expansion packs.
I play on the PS4.
There are 2 units completely empty. And a 2 units that have people that I put in there and it won't even let me select it to play as those sims. Like when I first moved them in and I hadn't navigated away from that household as long as I hit resume it would take me straight to that unit's household. But after I went out to manage worlds to add other tenants to other units it let me add to, and do some building, it won't let me play that household.
It register it exits and that sims are in it, but just won't let me select it.

Start plating that lot with any household you can select from manage worlds. Once loaded pause and go to the front door of the unit you want to play. Click on the door and select switch controls to this household.
Thank you. That does work to switch to existing households, now I just gotta figure out how to fill the last empty unit. But thank you so much, because I really want to play these other households too!

I’m running into this issue too. I also play on console (PS5) and my workaround for getting other people to live in the units was to start off as the apartments being one full unit. From there, I moved my first family in. I made it so the unit I couldn’t select was the only unit to select (by making all the apartments one unit)
I’m going to try adding other families to the other units and then using the workaround of clicking on the front door (of the unit I can’t select) to switch to that household.
I hope EA can fix this cuz it seems like a bug. I’ve been experiencing it ever since For Rent came out. It’s harder on console because you have to rely on the joystick for certain features as opposed to just using a mouse/pointer and clicking whatever you are trying to select. I don’t mind playing on console and I can’t afford to buy a gaming PC rn so it’s not bad but when I run into issues like this, it’s frustrating. I’m hoping EA will consider their console players too because the workarounds are sooooo time consuming. I could actually be playing the game and enjoying it instead of getting frustrated and tired dealing with bugs and workarounds.
