@wahini2024 Thought of something else.
Since you said that it seems to stop when you go on vacation, that leads me to believe that it is something in the home zone causing the issue and that leads me right back to NAPs. The behaviors you've described match a couple of what I see with a couple of certain NAPs enabled. You don't have to reenable NPC voting either. Just leave that unchecked in the game options. But turn testing cheats on and then shift click on a mailbox and instant enable Fun Loving Community and Roughhousing Encouraged. Let the game run for a few seconds and check to make sure they are enabled. Then Shift Click again and Instant repeal them. Let the game run a few seconds and then check to make sure they got repealed. Then play for a while and see if there is any change. What I am thinking is that they didn't repeal fully and left a residual of some sort behind when you did it before.
It that doesn't work, you might try enabling some of the other other NAPs like Free Love, Green Gardening, etc. to see if those will kick in and replace the previous behaviors with those from those NAPs. Self Sufficiency is a good one to have anyway so that would be a good candidate to enact as well.

@wahini2024 , City Living didn't really add an element of fighting , just an element of your neighbors barging into your apartments (like the character Kramer does on the TV show Seinfeld) or being noisy (as anyone who has every lived in an apartment will understand). 😅

The one city that has a larger frequency of fighting is Windenburg, which came with the Get Together EP.

Also, if you have Seasons, if the minor holiday called Neighborhood Brawl pops up, Sims will be more likely to get into fights. However, If you notice that holiday on the calendar before it starts, you can delete that holiday if you want! 🙌
There is a lot of taunting and possible fighting if your have Discover University and the other Sims are from the rival school.
Sims will also tend to keep doing activities or interactions that you have them do (I know this is not your case) or that they have done before.
Also, though I doubt you are doing this, there are certain foods that can make your Sims angry, flirty, energized , etc. (But they can only be made by someone who already has that mood).

Even though it might not me your CC, I've seen people with outdated CC have weird things happen in their game. It is best to test to see if your CC is the problem.
Remove your Mods folder to a safe place like your Desktop
Delete the localthumbcache.package file from your game folder (found in Documents > Electronic Arts >The Sims 4 folder.) This is very important as this localthumbcache.package file can hold bits of corrupted data, even if you get rid of any outdated Mods or CC.
It can't hurt to repair your game. Fix you game in Origin by logging in and go to Library, then right-click on The Sims 4 and choose the "Repair Game" option from the list. Wait until Origin finishes repairing all your packs and not just the base game (unless you have a Mac , in which case it will only repair the base game).
Check your game to see if the problem still persists. If it doesn't then it was the CC/Mod that caused the problem. You can add your CC/Mods back one at a time and check the game to see which one causes the problem. If you have a lot of CC you can test in batches (the 50/50 Method). Once you find the outdated CC item, you should delete it and go back to where you got it from to see if they have an updated version and then put that into your game. 😉

Also keep in mind that older save files will start being glitchy. I don't' know if this file you are playing is an old one or one that is brand new, so it is just something to keep in mind.😊

I'll for sure do the cache that's one thing I haven't done and likely need to do asap because my sims are self destructive and I'm going through every solution so I can hopefully keep from spending so much time repairing the marriages or friendships or random romance etc. It's absolute chaos at the moment. I'll update once I've cleaned up the cache and looked into other suggestions I haven't done

    Wow. Since you've done all that, I really don't know what is causing it. Humor and Hijinxs socials don't usually last beyond the festival so when it ends, those die down to normal.
    So, since you didn't say which platform you play on, I'm assuming that you play on a PC or Mac and can use mods. So one thing I would do is look at the hidden traits on the sims involved to see if they have any residual hidden traits that are NAP related. You can do that with the SimsInfo mod by Itasan2 at MTS. The reason I bring this up is that some of the NAP hidden traits used to get stuck on sims and they would keep doing things that the NAP called for like fighting even though the NAP was repealed. But that got fixed several patches back. But maybe that is happening for you. Long shot I know but at least worth a try to see if you can identify a cause.
    Something that would be good to know if it is happening in just that one zone or world. So if you travel, does the behavior happen elsewhere or is it just that one zone? Or is it happening in any other world like Willow Creek or Oasis Springs?
    Another thing I thought of is you could try is deleting all the NPCs in the Other side of Manage Households. Not the unplayed premades in houses, but just the Not in World NPCs. I'd make a copy of the save folder first before trying that though.

@wahini2024 There is a known issue with this game they still haven't fixed and it become draining, I have deleted cache files and also reset to factory setting and still crazy stuff start happening all over again and the stuck bug of romance I can never remove. Why is it so hard to find a way to remove flirts off a sim. At one point it become draining trying to fix broken families.

  I was getting to the point I was going to delete the load because it was so bad but thankfully mine is playable now but trust me I get it when you're constantly in a kind of "repair" mode
