That's just a description of the neighborhood. You can visit it by choosing the Museum lot on that island. The only way to visit a neighborhood is by visiting one of the lots in that neighborhood.

I’m talking about the new options they added on the map
@A4Gdthere are no 'new options' or locations added to the maps. What the Sims team did a few patches ago was add descriptions of each neighbourhood, as @Sketch793 said above. These are not clickable places, they just tell you a little story about the already-existing neighbourhoods.
In your attached image, what you are hovering over is the description of "Deadgrass Isle", which is the little island to the right of your cursor with the lighthouse/museum. To get there, you need to travel to the museum as usual.
