The water tool is located under Build mode in the Terrain Tools section. Once you head into Terrain Tools, you'll see an option there for the Water Tool. This update is available for the base game, and does not need any DLC to access.
So I do not have a water tool under the build mode. I have looked at several videos on where it should be and it’s just not there. I’m not sure what I’m missing. =(

Yes when I get home I will show you guys. And I think so!! I just got it for my birthday and downloaded it and it had me update it immediately after downloading. I have a Mac, does that make a difference?

The pond tool was made available awhile ago, so if your game just downloaded and updated, it should be available for you.
Do you know if you're playing the Legacy Edition of The Sims 4?
hey there I am having the same problem. Im on the legacy edition and no matter what i do and ive updated everything, I still have no water tools in my terrain tools
The Sims 4 Legacy Edition is the game as it was in October 2019, intended only for older computers. All updates and packs released after that are not supported.
Pond tools were added in 2021.
