Release wrong spirit to Netherworld

A non-household sim died on my lot. Their urn is outside and I went to click it to choose “Release Spirit to Netherworld” but instead of the dead sims name, it has my sim that I am playing with.  
I can add the ghost to my household and have them do it to themself but I think if I try to release spirit to netherworld, it should be the spirit of the dead sim whose urn/grave I have selected. Not sure if this is a bug or not.
