I was having the same issue until I disabled my mods and cc. Not only did the waterfalls started working, but also the kit pop-up showed up for the first time along with the daily rewards thing. Try doing that, because now I have to check all my mods to see which ones are not working.
I'm doing the same now. It'll take all day to get through these mods. If you figure out which one is causing the issue please let me know. I will do the same.

I had so many mods that I just removed them by chunks/maker and kept testing. I kept all of the theme park rides from Necrodog, but I deleted everything else. It was in that bunch (food/small objects), but I don't know which one specifically. After 6 hours of testing I was just glad to see water flow. I'm sorry I don't know which specific one.
