[ROM] Child Spellcasters Can't Summon Familiars

What expansions, game packs, and stuff packs do you have installed? Packs: All except for Lovestruck, Crystal Creations. Kits: Fashion Street, Blooming Rooms, Carnaval Streetwear, Moonlight Chic, Desert Luxe, Simtimates, Basement Treasures, Poolside Splash, Riviera Retreat.
Steps: How can we find the bug ourselves? Have a child spellcaster and a familiar orb. Bind the familiar to the child spellcaster. Try to have the child spellcaster summon the familiar.
What happens when the bug occurs? The child spellcaster can't summon the familiar. They act as if something is in the way.
What do you expect to see? Child spellcasters being able to summon their familiars.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? No

I assume this is because they can't use magic yet, but they have the self-interaction to bind and summon familiars, so it feels like it's a bug or oversight.
