Sending do to explore is not possible despite Pet Training Skill 3

What expansions, game packs, and stuff packs do you have installed? Get To Wor, Get Together, Get Famous, Cats and Dogs, City Living, Seasons, Parenthood, Outdoor Retreat, Vampires and Realm of Magic
Steps: How can we find the bug ourselves? Have a Sim who reached Pet Training Skill 3.
What happens when the bug occurs? If you have a Sim with Pet Training Skill 3, it says "[Sim Name] reached Pet Training Skill 3. He / she is now able to Send his / her dog to explore.", despite I can't send my dog to explore.
What do you expect to see? Either I can send my dog to explore or it should not be displayed if it's not possible.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure

If you have a sim with Pet Training Skill 3,  it says that the sim is now able to send his dog to explore, despite it's not possible.
