I'm having the same issue. My sim is a civil designer at level 7 and has over 1000 influence points but the option to convince never shows up. I am playing in Windenberg so that may be an issue.
I've tried going to every house in my zone, going to all the Evergreen Harbor zones. Hitting up every sim in a bunch of other worlds. and the option just doesn't show up.
Found the solution, to get the convince option, i need to be a citizen of the newest neighbourhood : Evergreen Harbor.
Since my character was living in another world, she never got the option.
Pfft... tough one to figure out XD
Ah so its like the city native one that requires you to be in San Myshuno (though that at least indicates it by havnig those neighbourhoods listed). Thanks for figuring this out.

@Nyxad3, @Senkoau , and @CGrant56 , I think this EP has a lot of potential, but not all of what it can and can't do are very clear.😞 I feel like I'm missing crucial instructions, and then when I hear how to do certain things from others, or just accidentally stumble upon them myself, I feel like a lot of frustration could have been avoided. 🤨 For some reason I feel this way with this pack more than any of the others. 🤭😳😃
I know this is an older post, but after looking on Reddit I was able to find a solution that does not require you to live in Evergreen Harbor.
The neighborhood you live in must have a community voting board. None of them do by default except Eco Harbor. Put a community voting board in your yard and you'll then have the option to convince other people to vote on a NAP.
I personally didn't want to place the voting board in my yard since I live in Sulani, so I went to the beach that was in the sub-neighborhood as my family and placed the voting board there. Then, I visited that beach and was able to have the interaction pop up!
You will need to use bb.showhiddenobjects to find the Community Voting Board in buy mode.
I couldn't find the voting board in bb.showhiddenobjects, is it under debug or???

I don't think we can find the voting boards in Build/Buy any longer, even with cheats. You'll have to look for them in the Gallery instead and download a room or lot that contains one.
I’ve just followed the other advice on this thread and can confirm that adding the community voting board to the lot you”re on works. The conversation option will only appear if the NPC is able to navigate to the board to cast a vote. The board is easy to find if you have TwistedMexi’s Better BuildBuy mod installed, I just searched for “voting” in BuildBuy and was able to find and place with no trouble, it does cost $325 to place though.
Best solution I found was to go to gallery and type in 'voting'. First search was a voting board to download and place on your lot.
After that worked fine.
