Sims are stealing things NONSTOP

Product: The Sims 4
Platform:PC
Which language are you playing the game in? English
How often does the bug occur? Every time (100%)
What is your current game version number? 1.68.154.1020
What expansions, game packs, and stuff packs do you have installed? All expansion packs, All game packs except Star Wars, and all stuff packs
Steps: How can we find the bug ourselves? Literally just playing on any lot with a whole bunch of sims (example: bars, lounges, etc.)
What happens when the bug occurs? Sims steal everything and anything. Enter a lot like a bar and they will steal the table from under you. I would replace objects and they would be immediately stolen after being in live mode for 2 minutes. Random sims, that my sim does not invite in, will walk into my house and steal things immediately. I took out my mods and the issue still persisted.
What do you expect to see? I expect the things I place to not get immediately stolen. I expect to not have to replace objects on community lots for it to function. Also, random sims should not be able to come into my house and steal things immediately. I expect this to be a rare occurrence and literally not an autonomous action.
Have you installed any customization with the game, e.g. Custom Content or Mods? Yes

Please describe the patch or change you made.

These screenshots were taken over 4 minutes. No mods were in the game. The sims t-pose before they steal something (that's something that I couldn't capture with the screenshots). It is not specific to one sim and my sim does not steal anything. 

  • @jraub This is due to the "Sharing is Caring" NAP (EL) that is enacted in these neighborhoods. You will need to load a household in each neighborhood and either cheat off the "Sharing is Caring" NAP, or use influence points to repeal the NAP in each and every Neighborhood it is enacted in.

    If you do not want NAPs auto enacted, you can turn them off in the game settings.

  • @jraub This is due to the "Sharing is Caring" NAP (EL) that is enacted in these neighborhoods. You will need to load a household in each neighborhood and either cheat off the "Sharing is Caring" NAP, or use influence points to repeal the NAP in each and every Neighborhood it is enacted in.

    If you do not want NAPs auto enacted, you can turn them off in the game settings.
