Sims are stopped mid-action by the other sims and won't do anything

no matter if i cancel the action of the other sim or even reset both the same action pops back up and they get stuck in an endless loop where the only option is to...

A. teleport one so far out of the house they can't engage the other until they return.

B. I go into manage households.

C. I travel with them.

sometimes I even have to

D. disable freewill.

This is tiresome. Anyone else having this issue since the last update?

Solved.
Created a file named cache not cachestr. Reran all repair measures; app cache and deleted localthumbcache with all exceptions etc. Restarted game from load not resume with new cache file in place. Took household to another lot to ensure all actions were cleared. Then traveled back home and saved game. Logged out turned off EA app running in background restarted computer double checked for any updates to pc. None. Checked new cache file. Several new items had been dumped in there. (This is not new. When the app first came out frequently files seemed to get lost between the EA app where they should go and the sims files where they used to go with Origin like some kind of straggler file void. But hasn't happened in a while.) Anyway, cleared said folder reran repair and low and behold it works again.

I will try to record video.
No, it's random actions for example picking reading to an infant triggered it. The other parent tried to kiss the first I went to cancel the action as the baby needed fun. and attention but even though the action became x-ed out the action continued. I reset them and it resurfaced.
Another household I'm playing needed a pregnancy test. The other sim wanted to talk to them. I cancelled the action as the first had work and I wanted the test done before her job started. But he just kept talking. If you reset during take a pregnancy test the results are usually negative so I tried. Go here and teleport. Nothing stopped his conversation. I ended up traveling them to the park for a pregnancy test made sure he played chess before un pausing them.
Another was trying get one sim to bathe her infant but the other wanted to hold the baby. Same problem. This time I could reset and I teleported him off lot so he'd have to walk back before restarting the action. meanwhile she could start the bath.
I will look for an opportunity for a video as they seem to be happening in heavily scripted actions like the kiss after woohoo and pregnancy test results or infant care.
Sometimes I tell them to do something and the action just doesn't even show up. Though I may have solved that with a repair.
