Sims can't leave San Myshuno 40x30 lot

Hello! So, I recently placed down a new lot on the 40x30 lot in San Myshuno because I didn't like the one I had before anymore (both are nighclubs). However, when I placed it and tried playing with it, I couldn't get my Sims to enter or exit. NPCs, bartenders, and DJs all spawned way outside of the lot and couldn't enter either so I had to literally teleport everyone in, but then no one could leave.

If you look at the 40x30 lot, there's what looks to be a ramp outside of the entrance so I thought Sims could use that, but it's not functional. I originally had a door and an elevator at the entrance (because the lot requires an elevator) so I deleted the door thinking maybe it was messing things up. When I spawned in my Sims again, they spawned on the actual lot with the elevator, but still couldn't leave at all.

I really have no idea what I'm doing wrong. I read somewhere that maybe it could be that something's blocking the elevator, but I'm not sure how to check that since the 40x30 is penthouse-style and there's not really a way to see the bottom. When I clicked on the elevator, it said I need to place another one above or below it, but the lot only allows for one elevator. Please let me know if there's something I'm missing.
