Small Business lot not showing up

 I'm coming here as a last resort. Basically, I changed the stargazer lounge to be a small business venue so that my sim can own it and run her nightclub business there. I got a notification saying that it was now available as a a venue but as soon as I made my sim go on her phone (while on the lot) to buy it, it didn't let me. It kept saying that I needed to look for a business/residential lot that isn't owned by anyone. I've tried resetting my game and I've tried changing the lot to residential. It wasn't until I moved in my sim to the lot that it would let me use it, and when I moved her back with her family it stopped showing up on the venue list and was displaying the same message again. No one is living there, it's empty. I tried selling the other business lot she had to see if that was the problem but I read that we're allowed to have multiple lots, just not multiple "franchises." I also tried bulldozing the lot and that didn't work either. Can I not use "apartment" lots as for a small business? I'm so confused, any help is greatly appreciated. ☹️
