Staircase routing, Sims can only go up

Platform:Mac
Which language are you playing the game in? English
How often does the bug occur? Often (50% - 99%)
What is your current game version number? 1.65.70.1220
What expansions, game packs, and stuff packs do you have installed? Steps: How can we find the bug ourselves? The problem is with the stairs, and the routing of the sims. I have a two wide stair, in the shape of a U (medium ceiling height). I've made sure there is nothing in the way of the stairs. Also tried changing the stairs in a different type. The Sims have no problem routing UP the stairs, but then get stuck upstairs because they have no way to route DOWN the staircase, according to the sims themselves. While they just used the same staircase to go up!
What happens when the bug occurs? All my sims get stuck upstairs. Start waving, question mark balloon-ing, that they cannot route downstairs. (with the simple "go here" interaction or asking to use an item)
What do you expect to see? My Sims routing up and down the staircase.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.

After the latest patch update, I started to have problems with my stairs, and the routing of the sims.
I have a two wide stair, in the shape of a U (medium ceiling height). I've made sure there is nothing in the way of the stairs. Also tried changing the stairs to a different type. But the problem is still there. 

The Sims have no problem routing UP the stairs, but then get stuck upstairs because they have no way to route DOWN the staircase, according to the sims themselves. While they just used the same staircase to go up!

    A screenshot of your staircase would really help to see what is going on.

    One thing that I have found that affects stair use by sims is if any fencing that was used around either the top and especially the bottom of the stair. So if you have used any fencing then try removing it to see if it clears up the problem.  Then try putting it back.

    I had a situation with stairs stacked on top of each other so I could go from the first floor to either the basement or 2nd floor.  Sims kept getting routing failures to go down and it turned out that it was a fence section that caused it.

    Edit:  It could also be an object placed under the landing or intruding into the stairway.

    And if you are willing and want one of the helpers here to take a look at your build for further troubleshooting, you can load it to the gallery and I or another helper will download and take a look.
