Tiny living roof counts for tiles?

Hiya! When I place a flat roof (in the roof category, so not a platform) on my tiny home, it counts the tiles. Is this normal? It seems very silly to me. Building a modern tiny home with a flat roof is now impossible.

Can you screenshot the exact tool you're using? The game doesn't count roofing pieces but does count the flat square if you're making a true flat roof and not using a roof piece and adjusting down the roof height.
