Water Actions not working correctly

Attempting to play using Off the Grid functions in Henford on Bagley. Gather Water function is not working properly. Sim will complete action to gather water but no pop-up saying that water has been gathered in surplus, resulting in plumbing working in limited capacity. Sim is also not watering plants correctly unless they are outside of garden beds or Planter pots. 

No mods. 

Recently downloaded the businesses and hobbies but hadn't used the Off the Grid until now. 

Any advice if this is a patch issue or something that I can do to help fix this?
