Why can't i redownload my packs?

I am on the marketplace to redownload my stuff and I am noticing that the install button isn't there for my expansion, game and stuff packs but was there for my kits. It says i own the product but doesn't actually let me download anything in these pack categories. I tried pack selection but that didn't work. I was able to download kits
