Why can't my sims water their plants?

Anytime I send my sims to water plants in their gardens, they que up the action and go over to the plants, but then the watering can symbol in their action que just disappears and they just stand there?

I've only had this problem since I got Business and Hobbies.  And yes, this was before the patch on the 20th of March that I started experiencing this issue.  I've tried repairing my game, but that doesn't solve the problem.

Has anyone else had this issue?  Does anyone know of something that resolves it?
