@Caiyah14 Are you playing on a PC or a Mac? If you've done the basics by making sure your CC files are unpacked/unzipped .package files that are placed directly in your Mods folder and that you have "Enable Custom Content and Mods" checked in your Game Options there are a couple of possibilities:
1) Did the the game create the Mods folder you are using or is it something you brought in manually? Sometimes players will copy a Mods folder from a different computer and the game will not properly recognize it.
2) Can you verify the game is using the Mods folder that you are placing the files in? Sometimes the game will decide to use a different user folder in a different location, i.e. like a cloud drive. Here's a link for determining which user folder your game is currently using:

Btw- I know adding new CC can be lots of fun and there are many amazing CC creators out there but I generally recommend only adding a few items of CC to your game at a time and testing each one to make sure it's working properly. For any CC file that does not look or function properly I immediately stop playing and exit without saving. Then I remove the broken CC and research or updated versions or just do without. Adding too many CC items at one time makes it harder to test things properly. If you go on a big CC spree just keep them in temp storage until you can add and test them properly.
@RandomBuzziness Hey! I am playing on a PC, I don't remember creating a mods folder myself so I am pretty sure the folder was created when I got the Sims 4. I just deleted majority of my cc from 2018 and I went in the game to see if the cc was still there, it looked like they weren't but I couldn't really tell. I downloaded a shirt from a cc website to see if it shows up in the game. I will see if it shows up after I checkout your link, thank you for it!
@RandomBuzziness So I checked out the link and it says something about a mods folder in Onedrive but I dont have a mods folder in onedrive. Towards the end of me reading it I saw something about a folder on the desktop and I do have a Sims 4 folder on the desktop and the Mods folder in there says I last used it on July 21st 2018. Could that be the/a problem?
@Caiyah14 I have a few more questions if that's ok, just to help clarify things. Are you playing the standard version of Sims 4 or the Legacy Edition? Does any of your old CC show up in your game, as in the old stuff works but the new stuff doesn't?
I don't think that Sims 4 will look at a Mods folder on your Desktop. That's where people often move their Mods folder for troubleshooting when things aren't working right. If you had moved it there at some point in the past I think the game would have created a new empty Mods folder in your Documents folder. Were you able to determine which user folder your game is using? If you go in your Game Options and look at the Screen Capture tab you'll see the Location Path for Video Capture. Here is how mine looks:
I know the writing is tiny but you can see my game is using the Sims 4 folder in my Documents folder. Can you attach a screen capture of yours or just copy the complete location path and paste it in a reply?
