shelbeehive Ok, you probably already know all this but woohoo and TFB only show up on sims after they've had their first kiss with each other and have a high enough romance bar, usually 50% or more. You've said they have done the first kiss, but you didn't mention anything about the romance bar so just to be sure, what is the level of their romance and friendship bars, and have they done the first kiss with each other? Do either of them still show the first kiss option which you click on their partner? And are they showing the kiss, suave kiss or steamy makeout options? Those three options won't show until after using the first kiss option as well as the woohoo and TFB options so if those options show, then the first kiss has been done. Steamy makeout also won't show in some cases as it requires them to get to a steamy relationship and usually doesn't show up until the romance bar is maxed. The kiss neck option does show up before you get the First Kiss option though. Even after using the first kiss option, woohoo and TFB might show unless the romance bar is high enough sometimes. Tbh, I think you've probably done all that, so I think that one or both of the sims might have glitched and the game thinks at least one of them is still a teen which have all the romance options except woohoo and TFB which is what is not showing up for you.
This is a bit extreme, but one thing you can try is use the cas.fulleditmode cheat and take them to CAS from Manage Households (MH). Reset them to teens. Exit CAS and enter the lot. Let the game run for a few seconds. Exit back to the map and take them to CAS via MH again. Reset them back to YA. Exit and enter the lot and check to see if the Woohoo and TFB options are there. Idk if this will work though as I have not run into the situation you have and haven't tried doing this although I have reset the life stage on a number of sims at various times and have found no problems with doing it. They will lose their jobs, but otherwise, they should still be the same. So, before you try this, I suggest you make a backup of the save first or just don't save until you've tried doing this so you can reload the save if it doesn't work.
You also said you turned off your mods. To truly make sure that it is not a mod issue, you need to move your mods folder out of the game path for testing (moving the mods folder to desktop is good). Just unchecking the boxes in Game Options is not enough. Some mods will still leave things behind, and influence a save since they still get loaded by the game before you get to the Main Menu. So, you might want to go back and test that again just to be sure this is not a mod issue before trying what I suggested above.
