I've had some difficulty completing that milestone because the participant sims will keep wandering off to do other things like get a drink, dance, leave the venue, etc., but I found a simple little work around. I am assuming here that what you are seeing is the participant sims keep getting up before the progress circle completes. So, the way I get that milestone done is to turn autonomy off, start the session, and then when done, turn autonomy on again. One thing about that is it is best to use another household sim, so their autonomy is off. The autonomy on/off switch won't change how NPCs act so they will still get up and go do other things regardless of whether autonomy is on or off.
