adopt teen?

You can make one and add them to your household then use cas.fulleditmode to change the relationships.

Or you could adopt a child then immediately age them up.

you could look for a homeless teen then add to household and then adopt as care giver
or you can make a homeless teen and then go adopt it like this if you cant find one
