I'd keep trying at Caster's Alley, Alabaster is an ingredient for one of the spells if I remember correctly. It should show up eventually. Probably the easiest way though, as someone else mentioned, is buying them from a computer. Every crystal is for sale on there except a few rare ones and crystals from other packs. Just make sure when you want to order them to use a computer at home or a laptop your Sim owns. The option won't show up on computers in other venues such as the Library or the ones at GeekCon.
