It's probably not intentional on their part (at least as far as maintaining XP compatibility goes). That is, it just happens that TS4 runs fine on XP without any intervention on their end, so they just made XP the minimum. If TS4 needed something that wasn't available on XP (like a higher version of DirectX, maybe) this wouldn't be the case.
When TS4 was under development, they probably did intend XP support to appeal to a wider audience, but along the development cycle they probably didn't need to raise the minimum OS until 64-bit became mandatory.
Anyway, this is just conjecture on my part based on my experience developing software.
