Babies aged up without being the active household

Anyone had an issue in vanilla, with no mods, where the babies are aging up in inactive households? My husband plays rotationally and has aging off except in active household and all of the babies he...

But does he keep track of the days the other sims have left in their age group? because they may have aged, just not aged up.
