Baking should be base game

100% agree. It drives me nuts every single time trying to find which baked goods are under baking and which are under cooking.

What's even worse is what few cakes that ARE under the baking skill can't be used for birthday's or weddings even....all other cakes in the game can.

While I in principle agree, Get to Work would need at least one additional skill if they took out baking too (since they already took out photography).
Maybe some retail/craft specific skills like toy making, sewing or chocolatier.

I wouldn't really care since all of the recipes would still be exclusive to get to work, and get to work has the most baking recipes, including the ability to sell baked goods.

I could see this being controversial, but I 100% agree with OP.

I own get to work and agree that baking should be base game. Every time I need a birthday cake, I want sims to be able to bake a cake. With all the new recipes, the list in the cooking menu is getting really long so it would be good if cakes were sorted correctly, even if this means adding a little part of a pack to base game. The GTW baking recipes should remain exclusive to that pack. GTW has enough value of it's own with retail, aliens and the active careers.

You can't actually make a birthday cake with the baking skill. The only cakes which take birthday toppers (or wedding toppers) are the ones made with the cooking and gourmet cooking skills.

Seriously! I can understand that stuff like, let's say snowboarding or archaeology would be locked to a pack - it's pretty specific. But BAKING? Sounds pretty integral and basic to me. It just bothers me how you basically have to "cook" cake.
Like you said, I wished they fixed that, added Baking to base game and kept most recipes in GTW. Now that I think about it, GTW as a whole seems like it should've been BG. Sure, not everyone becomes a doctor, scientist or detective, but the careers are pretty "mainstream", if that makes sense. If you ask someone to name any kind of job / career, there's a good chance they'd name one of them. Also, didn't Photography use to be locked behind the GTW paywall as well... ? But I digress. In a nutshell, make Baking BG. Please.

I didn't even know that it wasn't base game, I think all skills should be base game.

All of the above please. They would mash well with other packs. You could open a wedding store with handmade dresses, knitted dresses and catalog dresses. Or a Kids store with toys and handmade clothing and knits. I would love to see blankets added to knitting and your sim can keep it in their inventory for naps.
