Same actually goes for swimming pools during a snow storm, sims seem to love running outside to take a dip or float on a floater mid Winter... I wish we had a "cover" to close the pool for the cold season. Removing it on every freezing day seems too tedious and is probably not intentional.
With the Pool, you can add the Geothermal lot trait for it to be warm in the winter. It also saves power.
