I know this was a few years ago, but I found this post on Google searching for a solution and I just had to respond to this answer. Why is having to look at my sims with ugly random squiggly lines on their legs a "fact of life"?
Also, isn't aging a fact of life? But you let us disable that, so why not this? Seems more than a little arbitrary to me.
Frankly, I don't understand why EA would have such a smug attitude in response to player feedback instead of giving the customer what they want. It's 3 years later and this "feature" is still a sucky annoyance that makes me want to downgrade to an earlier version.
Seriously, start listening to your players. Do you know how ugly this looks on sims with green hair? She looks like she has some kind of disease. I keep removing the hair in CAS but it keeps growing back, apparently because EA thinks it's "a fact of life".
- crocobauraSeasoned AceI think it might be fun to play an Ugly Betty type of sim. Would have been nice to have the option to have it waxed off at the spa. Maybe default body hair growth won't happen, and it will be like the nails, and sims get whatever they were assigned in CAS as default look.
- mariefoxprice83Seasoned HotshotI thought that hair growth was pack-specific whereas there are some static body hair CAS items you can apply in the base game update, the same way as you can apply freckles, beauty marks, or scars if you have the packs those come with.
- GalacticGalSeasoned AceI believe you are correct @Mariefoxprice83 the base game gets the body hair, but in order for Sims to be able to shave, that's kept for the EP, which would require the facial hair to grow.

In the livestream, it appeared that you can turn off the body hair growth individually with a toggle in CAS on each sim. I...don't know that you can turn off body hair growth or body hair as a cosmetic item globally at all.
Unless it can be managed in some way not shown in the livestream, it appears you'll have to turn it off/remove existing cosmetic hair for every townie. :/ - I don't think we can, but we yet to know if body hair will appear on random townies. Not every skin detail appears randomly, I even think most of them don't. Freckles, acne (from Parenthood), scars (unless a sim is a vampire or a werewolf), tattoos, etc.

If it's anything like the body hair we got in Sims3, then I think you'll have to apply it in CAS yourself. As for the Townies/NPCs, who knows? Some have beards, some dress like they did so in the dark. I wouldn't get myself all worked up about it, though. - Beardedgeek72New Spectator

Well, I have given up on Townies, I use MCCC to only use Sims I have downloaded. - You have to put body hair on your sim in CAS (and no Austin Power carpet as far as I could see). You can do that with the patch.
But for it to grow you need the expansion and you can deactivate growth in the options.
