Brindleton Bay no sidewalks for empty lots?

For those two weird little lots in Brindleton Bay, I could only see myself using them as a national park. Especially since one has a fishing spot that sims are always walking to, and that pull-through driveway that reminds me of trailhead parking in a state park. So I plan to turn that lot into a campground for my sims to use. And the one by the waterfall and river, I'll build a little giftshop cafe, or possibly a rustic restaurant.

But right, they're completely unusable for most lot types or ideas.
