You can delete the existing vampires from Forgotten Hollow,but the game will still generate vampire by itself, albeit very rarely. They won't spread unless you want them to, however. Turning is a tier 2 skill you need to learn by playing with your vamp, so NPCs will never have it (except for the ones such as Vlad in FH, which already have unlocked the required tiers of power).
