I have a student in the Distinguished Fine Arts program at Britechester right now and when she was accepted the only skills she had were; Painting 6, Guitar 3, Violin 3, Singing 3 and Rocket 3 with a few other unrelated skills at 1 & 2. Actually she was offered Distinguished for Art History and Physics as well.
The only difference I can see between my student and yours is the Singing skill. She started out as a CAS Sim with no skills, hadn't been to Uni at all. It's puzzling, doesn't make any sense why your student wasn't accepted too when they are much better qualified than my Sim.
One question - Did your Sim gain these skills by using the appropriate objects or skills books? Or did you perhaps use a cheat to give them those levels? If you used a cheat, perhaps that's why. It could be the game feels the skills are insufficient because they hadn't used any objects or read books to get to those levels? I don't know, just a thought...

Not necessarily so. I use MCCC to set my Sims' skills right out of CAS. It has bothered me for a long time that while we can create an entire family (including teens) none of the Sims have
any skills, particularly the parents! So, using a pair of dice I try to give each Sim random skill levels. In some cases (such as my future Rock Star) whom I gave level 10 in certain areas. Suffice it to say, he was already up to B-Lister status when he was accepted into Britechester-U, under the Distinguished Fine Art program. Now, this was prior to the last patch, true enough. He and his siblings graduated with Honors.
