Can't throw a birthday party.

Previously I had an issue throwing a birthday party at anywhere but a public venue, now I cant throw one at all. I'm getting a message that says "No in in the house is having their birthday today." Ive never seen this happen... and yes one of my sims is getting ready to age up. Has anyone else seen this?
