Cats and Dogs Expansion: Where are the strays?

Question

There are no pet stores in Sims 4: Cats and Dogs, so to give my existing Sims a pet I either have to make a pet in CAP and add it to my household, adopt from the adoption lady or befriend a stray.  One problem, there are no strays in any of the neighborhoods.  Are strays exclusive to the new neighborhood?  Or do I have to create a new game?

I think I've only ever seen them in the new neighborhood. And only like one or 2 at the most. You can make your house a place where strays like to hang out. That might help attract them more.

Strays are only in the new town but you can add the Cat Hangout or Dog Hangout lot traits to any lot to make them appear.

In my case, when I added those traits to my lot, the strays always hung around and almost never left. It spawned a TON of them - I don't know if thats been fixed yet, but just be warned.
