Follow UP: I went back to my active Sim's lot and discovered I could still do the overhead view of the property while in build/buy mode. I also tried out the T key and it worked! Not only that, but a little later in the day I decided to go back to building. This time when I clicked on the empty lot from map view, The camera was in the correct angle. I tentatively began to build, using overview, then was very happy to realize I could now look at the building from the horizontal? angle. At any rate, perhaps something was just temporarily stuck and by using the T on my active lot unstuck it? Scratching my head, but glad it's working again like normal. :)
