Get famous and City Living are great in their own ways, and work together well. However they both offer different areas of....enhancement.
City living is more focused on setting. I feel like sometimes I take City Living for granted because it blends in so well into all the other packs. Its a great stage for pretty much any story and any type of game-play you want. Its a place to go, a place to live, and a place to tell stories. But my personal opinion is it doesn't offer much game-changing experiences, it doesn't really effect
WHAT you do everyday in the sims. Its a must have pack for me because its very wide reaching but I feel I should still point out the limitation in regards to gameplay.
Get famous on the other hand is very good at enhancing HOW you play for a very specific play style. It absolutely changes the way you and your sims interact with the world around them. What they do, how they socialize, who they socialize with, their jobs are all things that change with this EP. Its very good in my opinion but its also not diverse in experiences. It doesn't mesh as well with other packs like City Living, it also does not expand on a variety of other areas of gameplay. Its fame, fortune and acting what you see is all that is there to get. Its very much a pack that says "hey you couldn't play this way before, now you can, have fun!".

You say that the world and fame are not appealing to you. You did not give any information (or indication) of what you think about the acting career so I kind of have to tailor my recommendation around that too.
Honestly the world and fame/reputation are probably two of the three factors that make the GF pack worth 40 USD (the third being the acting career). The "youtube" career is just a BB item and works similar painting. You are essentially paying for an expansion pack just the for the items without showing interest in the actual features that make it an EP (EDIT: not that this is a bad thing. But I think if you can't buy all the packs at once and have to buy them piecemeal it seems counter productive).
On the other hand you state that you like the world of City Living but don't like festivals or the careers. I share the same opinion as you on this. However the festivals and careers are honestly the minor features of this EP. Both of those could be absent from the pack and I still think I would buy it at full price. The items and the world are the star of City Living. They are 90% of the value in my opinion.
So my opinion is you should get City Living. However regardless of what you buy, I hope you have fun and enjoy it.
