If you have cheats on you can cheat your sims into plant sims. Otherwise get lvl 10 gardening skill, then buy packs of rare seeds until you have all the emotion beans. Buy a large tree stump in build mode and place the beans into the stump. A tree will grow, I think study it and water it and stuff and eventually a door opens in it or something like that, haven't done it in awhile, then enter it, and when you come out you'll be a plant sim.
They aren't quite as good as earlier versions, but they need water to hydrate instead of sleep (if they pass out another sim can water them). It's not a permanant state either, I think it lasts like one Sim week or something and then you do it again. They are still quite fun to play with though :)
