Create a way to get babies/kids back from Social Services

@MzPigglyPooh I've had a couple of those quiet babies that you forget about because they never cry but since I started doing the 100 baby challenge, it seems like all they EVER do is cry. I put one in the basement bc I was tired of hearing it. That was the one Social Services should have taken instead of my sweet little Rio. I get way too attached to my Sims.
