Death Flowers not in Gardening Collection? Can't scent Flower Arrangements with them?

They aren't part of the collection. Don't know if they ever were. Scenting still works though. Make sure you're using the "Scent with Rare Flower" option instead of "Scent with" and make sure you have the proper skill level to be able to do that (I think it's 8 or 9?)

Can't remember if Death Flowers were in Collections. Maybe not.

My Sim is has mastered Flower Arranging and is at the top of the Florist career, but Death Flowers don't show up in the scent with rare flower menu.
