@shepard It sure does. Click the sim, select MC Command Center->MC Dresser->Change Outfit. It brings up the same outfit selection that you get when changing outfits on an active sim. I use it quite frequently for the very seem reasons that @QueenofMyshuno expressed annoyance over in the topic post.
