Do you ever cheat a sim's skills for story/character reasons?

Actually, I can't see a YA, let alone an Adult or even and Elder Sim have absolutely zero skills. I have MCCC. I give them a reasonable level of skills. Most of the time, unless it suits my storyline, I don't max out a skill. Really, for me, it depends on the Sim. Play the game the way you desire to play it. I don't see a rule book anywhere. Can't 'break' rules that don't exist. ;)
