do you make a partner for your sim or find NPC?

Legacies are supposed to technically be NPC, but I know a lot of players bend the rules.

I prefer to pair my sims with premade sims/neighbors or NPCs. I find that more fun and rewarding. The only case I've ever created a partner for a Sim was when there were no eligible bachelors in the world.
