I let children and teens stay home when they get close to their birthday. Like if they have 3 vacation days available, they take the 3 days leading up to their birthday at home, doing last minute skilling and aspirations. They never take vacation days besides that.
Adults are different, of course. They seem to rack up a lot of vacation days, and they take them randomly. Like if they just got a promotion and need a skill, they might as well stay home and gain that skill and get paid, rather than just working. Or if they're getting close to elder and retirement. My Sims take all their vacation days first, then retire officially.
