I don't find dogs to be annoying at all in the game. If you keep the food dishes full, they won't move them. The dog is giving you a hint that you're not feeding them often enough. The going bathroom outside on their own thing is definitely a bug....even after you get the message that they've learned to do it on their own, they still won't go outside without asking.
Yeah, that's not the case. As mentioned above, it's bugged.
