Ok... So then, I checked out the tuning files and found this interesting part:
locationBasedFilterTerm
The following worlds have this:
- Sulani
- Glimmerbrook
- Mt. Komorebi
- Henford-on-Bagley
- Moonwood Mill
- Chestnut Ridge
- Tomarang
However, Tomarang is the only one with the minimum filter score of 0. I wonder what that means. Yet (almost) every filter term requires the sim to live or be evicted from there. So, I'm guessing simply equipping the local trait won't work...
I tried to order a pizza in every world mentioned. Here's the result:
- Sulani - Existing one
- Glimmerbrook - Existing one
- Mt. Komorebi - Existing one
- Henford-on-Bagley - Existing one
- Moonwood Mill - Existing one
- Chestnut Ridge - Existing one
- Tomarang - New one
I'm guessing that the worlds mentioned there prefer sims who live or are evicted from that world and if there are none available, they resort to existing ones. Yet Tomarang will have zero-tolerance to non-Tomarani service sims, making the game generate a new one instead.
Yet what makes Firefighters, Adoption Agents, and Eco Inspectors different? I don't know.
Firefighter and Adoption Agents have this line:
<V n="career_location" t="none"/>Yet Eco Inspector doesn't. They have this line:
<V t="in_compatible_region"/>This can be the Get Famous effect you've described in another thread though...

Thank you for your deeper playtesting and for looking at the tuning codes. I didn't expect that there would be many more details behind this.
So, most of the local service sims are generated in Tomarang except for some roles. I think it makes sense about those roles because they can be from other regions as the specialized service. (For the firefighters, as they don't have to appear too often, it's better to use existing ones.)
I wonder about this locationBasedFilterTerm too. These worlds are the worlds that seem to choose their local for the roles. What is the value of the other world? Do they have the same amount except Tomarang (which is 0)? I am curious about that but don't need to post if it's too long or complicated.
I will look for your deeper investigation if available, but thanks for your hard work continuing to check after my research. It's amazing!

I don't know what the minimum filter score exactly means... But they aren't same for others.
If you're interested, the minimum filter score for each is the following:
- Sulani - 0.1
- Glimmerbrook - 0.5 - 0.1
- Mt. Komorebi - 0.1
- Henford-on-Bagley - 0.25
- Moonwood Mill - 0.25
- Chestnut Ridge - 0.5
- Tomarang - 0

EgonVM Thank you so much. I can't confirm the real meaning as well. But I think the amount is related to the rate of local priority. Because while Tomarang has almost 100% locals, most sims spawned in Sulani and Mt.Komorebi are local.
Chestnut Ridge is around 50% (recently I played this World so I can confirm that the walkbys and venue visitors are locals and foreigners quite equally.) I haven't had an active family in other worlds, so I can't confirm this. But the rate of each world makes sense to me in my visiting experiences.

Oh, one more thing to mention about these.
Moonwood Mill also pulls in more non-Vampire occult sims and Glimmerbrook also pulls in more Spellcasters. Both also attract sims living there of course.
