Never thought of it, but yes this should be fixed. Unless a Sim is carrying a fire extinguisher in their inventory, then they should either freak-out or run to the fire suppression system, grab a fire extinguisher, then run back to put it out. There are fire extinguisher "decorations", maybe with a mod, that could be where a Sim could grab one, but only one, not everyone. Hmmm...
