Future of The Sims 4?

Hi,

I have a rather odd question today but I'm really curious about it, is it possible with The Sims 4's engine to create a "create a world tool"? Also is it possible for them to make the world more open and more customization? These are all my dreams for the sims and I just wanted to know if they can do this?
