The last clue says the suspect is male, but all three possible candidates are females, is that the problem?
I run into this occasionally in rotational play. When I play several detectives in a row, the clues get mixed up. I've also had no suspects at all show up, a cat being spawned as the decoy, Batuu sims spawning as both decoys and suspects and a played sim being the suspect. Even worse, when suspects appear in their summer/winter clothes at the arrest scene, asking them to "show casual outfit" doesn't work. The career is very finnicky (but still one of my favorites). It's not ideal, but if you archive all clues before switching households, then you should be able to avoid the problem.
